Biographical Note
Frank Waters was born in Queensland in 1907. From 1926-1932 he was an official in the Amalgamated Postal Workers Union of Australia. In 1935 he won the State seat of Kelvin Grove for the Australian Labor Party, a seat which he held for six years. After serving in the army during the Second World War, he was elected Queensland Branch Secretary of the APWU in 1946. He held this position until his retirement in 1973, at which time he turned his energies to researching and writing, Postal unions, and Politics: the history of the Amalgamated Postal Workers Union of Australia (UQP, 1978).

Includes correspondence, news cuttings, leaflets, union newsletters and periodicals, how-to-vote cards, reports and memos. Subjects covered include the struggle with the National Civic Council for control of the Union, industrial disputes and campaigns, superannuation, relations with the Federal Executive and other Branches of the Union, dealings with the ACTU and the Queensland Trades and Labour Council, and the election of union officials.
