The collection comprises correspondence, research notes, draft papers, published articles, lecture notes and other documents relating to Mathews' work as a prominent academic, consultant and as chairperson of a number of Australian government committees. Included is also the manuscript of Mathews' publication 'The public sector in jeopardy : Australian fiscal federalism from Whitlam to Keating', reference files, reviews, correspondence and working papers.

The collection was received in five instalments in 1981, 1986, 1990, 1993 and 1999.
In sorting the papers, Mathews' foldering system has, for the most part, been retained. Boxes have been numbered in two sequences: Boxes 1-16 (first sequence) comprises papers received in the original consignment of September 1981; Boxes 1-157 (second sequence) contain additions to the collection received in the period 1986-93; Boxes 158-163 (third sequence) contain papers received in 1999.
Cassettes and a transcript of an interview recorded with Mathews as part of the Australian National University Oral History Project, together with recordings of addresses made to the Australian Institute of Political Science Summer School and University of New South Wales Tax Seminar in 1982, have been transferred to the Library's Orald History Collection.
