Introduction
Scope and Contents
The War Office records cover a wide variety of material relating to both Colonial and Australian involvements in armed conflicts. Amongst the records filmed by the Australian Joint Copying Project are documents and correspondence of the Commander- in-Chief, Secretary-at-War, Secretary of State and Judge-Advocate General.
The Australian Joint Copying Project also filmed select information regarding troop movements and despatches, as well as trials of war crimes. Locations discussed in these records include, South Africa, the Middle East, South East Asia and the Pacific.

Administrative History
The administrative history of the War Office is a fragmented and at times confusing one, if for no other reason than the existence of a plethora of independent offices all claiming some jurisdiction over Army administration.
An outline of the history of British Regiments in Australia is given in the article on Military Defence in the Australian Encyclopedia, vol. VI, p.74-77 (Sydney, Grolier Society of Australia, 1965). Early History
The office was first made a political appointment in 1704, but it was not until 1783 that the Secretary-at-War was made responsible to Parliament. As a result of Burke's Act for Economical Reform, the payment of troops and expenditure on recruiting became the responsibility not of the regiments, but of the Secretary-at-War, thereby rendering him responsible for the expenditure of public moneys and thus responsible to Parliament.
In 1793 the office of Commander-in-Chief was revived, and in 1794 a Secretary of State for War was appointed. In theory, the latter office became responsible to Parliament and assumed jurisdiction over all aspects of Army policy, while the Secretary-at-War remained independent and shared with the Commander-in-Chief the duty of providing the military forces required. However, the powers of these three positions were never clearly defined.
1801-1845
The Secretary of State for War became Secretary of State for War and the Colonies in 1801, becoming increasingly absorbed in Colonial affairs until the two offices were finally separated in 1854. Meanwhile there ensued a power struggle between the offices of Secretary-at-War and Commander-in-Chief.
The Secretary-at-War was still responsible to Parliament for all aspects relating to finance of the Army. However, neither he nor the Commander-in-Chief possessed any authority over provision of materials for the Army. This was the responsibility of another body, the Board of Ordnance, which provided all arms and stores except the clothing of the Army, and was also responsible for barracks and fortifications. The Master-General of the Ordnance controlled the pay and discipline of the Royal Artillery and Royal Engineers.
Provision of food for the Army fell under the jurisdiction of the Commissariat; the office of Commissary General was abolished in 1816, and the Commissariat then became an offshoot of the Treasury. The inspection of clothing for the Cavalry and Infantry was the function of a Board of General Officers, while medical stores were provided by a Medical Department financially responsible to the Secretary-at-War, but in matters of discipline to the Commander-in-Chief. The Judge Advocate General's Office was responsible for all courts martial in the Army.
1854-1870
This situation of administrative responsibility for the Army being fragmented among the above departments did not begin to change until 1854. In that year the Colonial Office became distinct from the War Office, and in 1855 the offices of Secretary-at-War and Secretary of State for War were amalgamated. The next step was the abolition of the Board of Ordnance, its military functions of administration being transferred to the Commander-in-Chief, and its civil duties to the Secretary of State. The newly amalgamated Department adopted the title 'the War Office' in 1857, and in 1858 consolidated its offices by moving to new headquarters in Pall Mall.
Although the War Office now discharged all civil administrative functions, military authority was still vested in the Horse Guards, and the office of Commander-in-Chief. The resulting struggle between military and ministerial control of the Army was to continue for a long time.
In 1863 the office of Secretary-at-War was formally abolished, and by the War Office Act of 1870 direct control of all branches of Army administration was vested in the Secretary of State for War.
Although administrative reform of the War Office did not cease with the War Office Act, it provides a convenient cut-off date for the purposes of a background history to the War Office records copied under the auspices of the Australian Joint Copying Project. The records filmed relate mainly to Australia and New Zealand and deal with most of the offices mentioned above. Troops in the Colonies were under the control of each Governor, although administratively they were controlled from London. Thus a great deal of material concerning troops and defence, especially before 1840, is to be found in the Governors' despatches in the Colonial Office records. In 1870 the Colonies became responsible for their own defences.

31 itemsThis Series includes original despatches, letters and papers from Governors of Colonies, Departments, etc., to the Secretary-at-War, and after 1855 to the Secretary of State for War. The correspondence relevant to Australia and New Zealand, which has been filmed, covers the period 1841-1855. Correspondence before 1841 is to be found largely in the Colonial Office Records.
The Pieces filmed deal with matters such as pay and allowances for troops, the construction of barracks and other buildings, and the defence of the Colonies. Other subjects of note are the transportation to Western Australia of soldiers convicted under court martial (1854), the transference of the Australian Command to Melbourne in 1853, and the validity of courts martial of Maoris under military law.

9 itemsThe copying from this Series is comprised chiefly of letters to officers and Public Departments, covering matters relating to the Australian Colonies and New Zealand.
The correspondence deals with issues such as the emigration of military pensioners, especially to New Zealand, conditions of service to encourage soldiers to settle in Australia, New Zealand and the Cape and instructions to masters of convict ships. In addition, they cover all facets of the life of a common soldier in the Colonies, concerning health, issue of stores, courts martial, the size of a family allowed to emigrate with an ordinary soldier, etc. Letters covering these matters and relevant to the New South Wales Corps have been copied in full.
The Series contains the first reference to an 'enrolled Force in Australia' in a letter regarding preliminary suggestions for a force to act as 'convict guards'.

7 itemsThis Series includes letters dealing with forces stationed in the Australian Colonies and New Zealand. Included is discussion on the size of forces to be maintained, equipping of troops, military appointments and allocation of finance for the construction of barracks and other military buildings. There is mention of the possibility of discharging troops in Australia, and subsequent encouragement for them to settle. The diminution of convicts in Van Diemen's Land and reduction of the size of the garrison there is also recorded, and the fact that it was formally discontinued as a convict station in 1853. The designation 'Australian Forces-Tasmania' also appears for the first time.

Biographical / Historical
Officers of the Royal Engineers were first sent to NSW and Van Diemen's Land in 1835. Small parties of Sappers and Miners were sent to WA in 1837, SA in 1839, Van Diemen's Land in 1852 and Vic in 1854 and were mainly engaged on surveying work. In 1854-1868 a party of Sappers and Miners were employed on special service with the Sydney Mint. The largest force was based in WA in 1850-1863, attached to the Convict Establishment, the officers eventually being transferred to the Public Works Dept. A company served in NZ in 1850-1867 and took a major part in the Maori Wars.

1. Description and Succession Books: Books relating to the New South Wales Corps have been copied in full. They are arranged alphabetically, containing such information as each man's description, age, rank, date of enlistment, service, and trade.
2. Returns of Officers Services:These are returns made by serving officers, again alphabetically arranged, containing name, age, place of birth, date of marriage, names of wife and children.
3. Service Returns No. 1:This contains a statement of the periods of service of all noncommissioned officers and men of the New South Wales Regiments who were liable for service on the 24th June 1806.
4. Muster Master General's Index of Casualties, etc.:This is an entry book for the 102nd Foot, or New South Wales Corps, arranged alphabetically giving the date and nature of each casualty. 5. Casualty Returns. These are monthly and quarterly returns for the 102nd Foot and the New South Wales Veteran Company. Information includes name, rank, place of birth, trade before enlistment, date, place and nature of each casualty, etc.
6. Embarkation and Disembarkation Returns:These are arranged chronologically, giving the name of each ship, and a list of men embarked.

Selections filmed include discussion concerning the raising of the Royal New Zealand Fencibles in 1846, conditions under which discharges would be granted to soldiers wishing to settle in the Colonies, and provision of land and housing for such settlers.

Administrative History
In August 1943 an Anglo-American Conference at Quebec agreed that a Supreme Allied Command in South East Asia should be be established, the command and staff to be British and American. The South East Asia Command came into being on 16 November 1943. Lord Louis Mountbatten was Supreme Allied Commander, General J.B. Stilwell was Deputy Supreme Allied Commander (succeeded in November 1944 by General R. Wheeler). The boundaries of the Command included the Indian Ocean between 60 degrees and 110 degrees E, Ceylon, Burma, Siam, Malaya and Sumatra. The Headquarters were initially at Delhi but were transferred to Kandy, Ceylon, in April 1944.
In August 1945 the Eastern boundary was extended to include Southern Indo-China, Borneo and the whole of the Dutch East Indies, South East Asia Command forces taking over from Australian forces except in Timor and Dutch New Guinea. In April 1946 the Headquarters was moved to Singapore. At the same time Mountbatten relinquished a number of responsibilities to Lord Killearn, the Special Commissioner, South East Asia, and M. MacDonald, the Governor-General of Malaya. In June 1946 he was succeeded by Sir Montage Stopford as Acting Supreme Allied Commander. The South East Asia Command ceased to exist on 30 November 1946, by which time all British troops had been withdrawn from the Dutch East Indies and all Japanese forces had been disarmed and repatriated.
